Commissioner for the Electronic Healthcare Network Accreditation Commission (EHNAC)

 

Luigi Leblanc is an electronic engineer and public health professional with over 14 years of experience in Telemedicine/Telecommunications technologies. He has served as the technical manager for many projects that require the collaborative efforts of healthcare providers, application developers, and systems engineers.

Mr. Leblanc has led health information technology research initiatives focusing on patient self-management of diabetes and hypertension through personalized web portals, combining social networking concepts, e-learning, online collaborations, and Electronic Medical Records and Patient Health Records. He is a Certified Professional in Health Information Technology, sits on various state-wide advisory boards on MSOs and the Health Information Exchange (HIE), and is a Commissioner for the Electronic Healthcare Network Accreditation Commission (EHNAC).

With a bachelor’s degree in electronic engineering technology from Hartford University and a master’s degree in public health from the Howard University College of Medicine, Mr. Leblanc possesses a two-tiered background as an engineer and a public health professional.

Donna Ramos-Johnson

Chief Technology Officer at the District of Columbia Primary Care Association (DCPCA)

Donna Ramos-Johnson has more than 30 years of information management experience, developing and executing technology strategies that deliver innovative, high impact results.  As Chief Technology Officer at the District of Columbia Primary Care Association (DCPCA), she is responsible for planning and managing all internal and external technology initiatives, including the implementation of health data exchange and integration strategies to enable improvements in care coordination, facilitate population health reporting and support the quality improvement objectives of DCPCA’s community health center members.  In June 2021, Donna was reappointed by Mayor Muriel Bowser to a 3-year term as a member of the District of Columbia Health Information Exchange (HIE) Policy Board.

Donna holds a Master of Science in Management from the Alfred P. Sloan School of Management, Massachusetts Institute of Technology (MIT), and a Bachelor of Science in Mathematics from Simmons College.

Alexandra Jellerette Headshot

Alexandra Jellerette, MA

President and Co-Founder of ZaneNet

Ms. Alexandra Jellerette is president and co-founder of ZaneNet, an award-winning Washington, DC business. Alexandra has over 20 years of experience as one of its managing principals and participates in state and district projects aimed at reducing healthcare disparities and improving access to care for at-risk children and their families.

As president, Alexandra has spearheaded the company’s operations and growth through strategic planning, sales, proposal development, and key partnerships. She has helped create a responsive human resource and financial structure that supports the company’s long-term growth. A graduate of Wellesley College with a master’s degree from American University, Alexandra began her career in teaching, training, and project management. She was chosen by Maryland’s Daily Record as a Very Important Professional under 40 and was featured in Montgomery County Women Making It.

Alexandra volunteers for several community organizations and boards and loves spending her free time with her husband and three daughters. Her special passion is creative writing, and she is currently working on her third novel.

Michelle Francis

Executive Director of the Office of Health Information Technology, U.S. Virgin Islands

In October 2021, Governor Albert Bryan Jr. signed an Executive Order establishing the Office of Health Information Technology under the Office of the Governor and named Michelle Francis as its executive director as part of his Healthier Horizons Initiative to pursue innovative health technology solutions for the greater good of the community.

In this role, Michelle leads the development of USVI health IT strategy and implementation, advises on federal health IT standards, policies and investments, coordinates government agency health IT projects, and creates spaces for collaboration on transformative health IT initiatives that include the implementation of a territory-wide HIE, telehealth, data interoperability, privacy, and security.

Michelle, a native of St. Croix, returned to the USVI from Chicago bringing over 20 years of leadership and healthcare industry experience into the role. She has achieved significant accomplishments in healthcare, including implementing enterprise-wide, health technology solutions for hospitals and health systems; transformative market engagement and health education campaigns; development of research based strategic and growth plans; and the development of an Accountable Care Entity, which was a Chicago-based health plan and medical home comprised of four (4) different hospitals, twelve (12) FQHCs, 800 physicians and over 60,000 members in Chicago. Her rich experience in healthcare and ability to think outside of the box combined with sharp problem-solving skills result in actionable solutions and have laid the foundation for the role she now assumes.

The Office of Health Information Technology will serve as a collaboration hub to convene stakeholders and facilitate collaboration between providers and government agencies. The Office is further focused on continually identifying and advocating for health technology enhancements that provide the highest quality, best experience, and the greatest value in health care.

Michelle graduated high school from Country Day School in St. Croix, and then Wheaton College in Illinois with a B.A. in Political Science. She furthered her studies and experience in Sustainable Development in Perth, Australia.  She gained international experience in St. Lucia, Australia, Indonesia, Timor-Leste, India, and the Philippines. Back in the US, Michelle managed clients across the nation while residing in San Diego and Chicago. While a self-described adventurer and pioneer, Michelle says it is her two boys that keep her life interesting and active.

Stephanie Brown, MPH, MSL.

Executive Director of CRISP DC

Stephanie Brown is the Executive Director of CRISP DC, the District’s designated Health Information Exchange, where she leads digital health initiatives aimed at enhancing care coordination and advancing health equity for District residents. With a background in public health, health IT, and policy, she brings extensive experience in healthcare strategy, clinical transformation, and process improvement.

Stephanie holds a Master of Public Health and a Master in Law from the University of Pennsylvania and is currently pursuing her Doctor of Public Health (DrPH) at Tulane University. She considers herself a public health professional who accidentally found her way into health IT, using her expertise to drive data-driven solutions that address health disparities through behavioral economics frameworks and IT-driven process enhancements.

Her diverse experience spans state Medicaid offices, hospital systems, private practices, local health departments, and non-profits. Throughout her career, she has been instrumental in developing programs aligned with Accountable Care Organization (ACO) and Patient-Centered Medical Home (PCMH) guidelines. She is also highly skilled in public policy, stakeholder engagement, and change management, with a passion for leveraging technology and strategic partnerships to improve healthcare delivery and patient outcomes.

 Dr. Careen-Joan Franklin

Dr. Careen-Joan Franklin is the Administrator and Director of Clinical Operations for Royale Care VA Inc. She is also an independent Clinical Consultant Pharmacist in DC, Maryland, and Virginia. She serves as a consultant pharmacist for community-based organizations seeking to streamline their medication-use processes and improve patient psychopharmacotherapy outcomes.

Prior to this, she was a Clinical Assistant Professor and Director of Community Pharmacy Residency Programs at Howard University College of Pharmacy (HUCOP). Dr. Franklin also worked as a Clinical Pharmacist at the Howard University Hospital Outpatient Mental Health Center, where she provided pharmacotherapy services to individuals with psychiatric disease states, including smoking cessation services for people with tobacco use disorder and medication therapy management for opioid use disorder (OUD), all under a collaborative practice agreement.

She was the Director of the HUCOP Opioid Overdose Education and Naloxone Distribution program in partnership with DC Health from 2021 to 2024, has served as a coordinator for the Opioid Overdose and Naloxone Education Programs in Maryland, is a member of the DC Health Prescription Drug Monitoring Program Advisory Committee and continues to work to increase community access to naloxone in the District of Columbia. She was one of the HUCOP liaisons for the Community Pharmacy Enhanced Services Network (CPESN) in Washington, DC.

She is actively involved in many collaborative efforts to expand the pharmacists’ scope of practice in DC and increase access to medications for opioid use disorder. Dr. Franklin served as a chair for several committees for the Maryland Pharmacists Association, was a Maryland delegate for the American Pharmacists Association House of Delegates, is the co-chair for the National Pharmaceutical Association's Legislative and Regulatory Affairs Committee, and serves on committees in several other national pharmacy organizations.

Dr. Franklin has been awarded grants to implement projects that increase patients’ access to care and continues to work closely with DC Health to improve patient access to care within community pharmacies.

Boyd Mark

Boyd H. Mark is Director of Strategic Operations at IntegraConnect, where he oversees operations for the Life Sciences division, supporting real-world data, analytics, and AI-driven oncology treatment solutions. From 2020 to 2024, he served as Program Director of the Southeastern Telehealth Resource Center (SETRC), advising hospitals, practices, and agencies on virtual care implementation during and after COVID-19. Previously, he led the launch and operations of a national mental health telemedicine program at the Scott Center for Autism at Florida Institute of Technology from 2014-2020. Mr. Mark has collaborated with health systems, clinics, and payers nationwide, as well as CMS, HHS, and the ONC.

His background includes leadership roles at Microsoft, Oracle, and AuthenTec, where he led the launch of its consumer SaaS division and transition following its acquisition by Apple. He holds a BA in History from the University of Texas at Austin and an MBA from the Thunderbird School of Global Management at Arizona State University.

He is a Lean Six Sigma Black Belt. He resides with his family on Florida’s Space Coast.
