Charletta Washington, MHA

Charletta is a Healthcare Executive with 18 years of progressive leadership in managing and directing healthcare services' operational, clinical, and financial aspects. She is a hands-on and respected leader with a record of accomplishment in service-line growth, strategy execution, physician recruitment, and operational improvement.  Charletta served a Vice President and Chief Operating Officer in the District of Columbia market.

Her broad knowledge and experience in acute care, ambulatory services, and physician office practice operations has allowed her to successfully obtain a Certificate of Need to execute a $20 million project to redesign an Emergency Department and expansion of an ambulatory center, direct over $20 million in capital improvement projects, and secure $75 million in capital funding from government agencies.  Charletta has also developed and implemented ambulatory and grant awards for various organizations, securing $3 million in funds.

Charletta serves as an adjunct professor at the University of the District of Columbia in the Workforce Development Program.  She is a Board member of the Tri-State ACO Group which focuses on developing a clinically integrated network within the District of Columbia.  She also serves on the Board of American Center for Investigative Cardiology, and the District of Columbia MCAC Health System Re-Design Subcommittee.

Outside of the office, Charletta volunteers with the Take Charge Juvenile Sports Program, an organization that focuses on the importance of sports and academics as pillars of success for children in Prince George’s County Maryland.  She has consulted on a project in the West Indies that focuses on merging technology and healthcare on the islands. Charletta is the mother of 14-year-old twins, a graduate of Howard University in Washington, DC, and possesses a Master’s in Healthcare Administration.  She is a member of the American College of Healthcare Executives, the National Association of Health Services Executives, and the Medical Group Management Association.

Kem Tolliver, FACMPE, CPC, CMOM

President & CEO, Medical Revenue Cycle Specialists

Mrs. Tolliver holds dual Bachelor of Science degrees in Healthcare Administration and Organizational Management; Summa Cum Laude and Magna Cum Laude respectively. Her certifications include: Fellow American College of Medical Practice Executives (FACMPE) replaces the current CMPE, Certified Professional Coder (CPC) and Certified Medical Office Manager (CMOM). For over 20 years she has provided strategic and operational leadership to medical practices and hospitals. As the President of Medical Revenue Cycle Specialists, LLC (MRCS) her team leads Health Care Organizations in: Practice Start Up and Transformation, Revenue Cycle Improvements, Clinical Documentation Improvement, Educational Programing, Payer Contracting, HIT Software Development, EMR/PM software customization, and Telehealth integration.

In a desire to lead, Kem served on the Board of Directors of MD MGMA as the Chair of the Practice Management Committee and Chair of the Government Affairs Committee. She received MD MGMA’s 2016 Outstanding Service Award, and was the 2018 State of Maryland ACMPE Certification Rep. MedChi, The Maryland State Medical Society, partners with MRCS through the Center for the Private Practice of Medicine. She provides expert testimony and guidance on healthcare legislation for the Maryland General Assembly. Kem served as a member of Maryland’s 2018 General Assembly House of Delegates – Health & Government Operations Prior Authorization special session workgroup.

Kem is the chapter President of PG County, MD AAPC. She provides risk management SME for Medical Mutual Insurance and serves as an SME for: Henry Health behavioral-telehealth app, Ability Networks- An Inovalon Company, and other national healthcare organizations. She was an Adjunct Professor of Revenue Cycle at Catonsville Community College. From 2017-2018, Kem served on the Board of Directors for Laurel Regional Hospital. She was a Mentor for the PG County Public School’s 2018 PTECH Health Innovation Program. Kem serves on the Novitas JL Carrier Advisory Committee, Totally Linking Care-Maryland Advisory Council, faculty member for Beyond the Exam Room, Co-Founder of Prince George’s County Practice Managers Association, and was nominated by Nexus Health, Fort Washington Medical Center for the 2016 Community Health Award. Kem was awarded with the State of Maryland Governor’s Volunteer Service Certificate for 2015-2018. Kem was awarded the Heart to Hand, Inc. 2019 Heart of Gold Award for 501 (c) (3) community-based public health leadership. MRCS is a certified MBE in Maryland.

Audrey Whetsell

Audrey Whetsell is co-founder of Resource Partners, LLC the parent company of Medical Home Development Group.  Audrey is a seasoned healthcare services executive with more than twenty years of progressive health care services experience directly tied to technology. 

In 2011 Resource Partners, LLC was one of several healthcare organizations listed in the Patient Centered Primary Care Collaborative (PCPCC) PCMH Resource Guide, Putting Theory into Practice.  Resource Partners, LLC is currently working with several independent and hospital-based physician practices facilitating the electronic health record and PCMH adoption and recognition processes.

Medical Home Development Group (MHDG) has provided PCMH and PCSP recognition support technology and coaching services to primary care, specialty care and to technology vendors seeking NCQA PCMH Pre-validation.  MHDG has provided PCMH consulting to over 150 private community-based, hospital- based and Federally Qualified Health Centers.

Audrey is a cabinet member of the PCPCC’s Patients, Families and Consumers Center and an Executive Member of the PCPCC.  She also served on NCQA’s PCMH 2014 Standards Committee and recently certified as a NCQA PCMH Content Expert.

In 2013 Audrey launched a nonprofit, The Medi Awards to deliver community forums to educate and highlight the work of healthcare advocates that support the delivery of patient-centered care in the Medical Neighborhood.  In 2015 The Medi Community Resource Center (CRC) launched.  The Medi CRC is a robust virtual technology database solution that provide increasing partnerships through strong referral networks using collaborations that strengthen social capital, improve existing resources in communities and begin tackling real issues in people lives that lead to better health, education, transportation, housing, jobs, and less crime.

Audrey is also involved with several electronic information exchanges, ACOs, MSOs and IPAs at the state and local levels. She has received awards for outstanding leadership and volunteer services and serves as an advocate for all consumers of healthcare.

Hannah George

President and CEO, Sharonly Hill Consulting

Hannah George is a healthcare consultant with many years of experience in healthcare quality. She has served in many sectors of the Healthcare industry. Her experience includes being a college Professor/mentor for nursing students and serving as Director of Nursing for multiple Home Health Agencies in the District of Columbia. She has worked on multiple healthcare research protocols and served as Senior Clinical Lead on various projects and initiatives. 

Hannah earned her Bachelor of Nursing from Howard University, her MBA from American Intercontinental University, and her Master's degree in Nursing with a concentration in Executive Leadership from Chamberlain University. She is certified in Project Management, a Certified Professional in Healthcare Quality (CPHQ), and a Certified Professional in Patient Safety (CPPS). 

Most recently, Hannah served as the founder and Chief Executive Officer for Sharonly Hill Consulting. She has focused her healthcare work on quality improvement and patient safety. Hannah aims to continue making healthcare safe, timely, efficient, equitable, and patient-centered for the most vulnerable populations. 

Lastly, she is a devoted wife, mother of two lovely girls, and a person of faith.

Rita Wutoh, MD

Dr. Rita Wutoh has more than 20 years of clinical experience treating patients in Prince George's County and is actively involved in the community. She is board-certified in Internal Medicine and Lifestyle Medicine. She previously served as Director for Student Health at Bowie State University for 14 years.  Dr. Wutoh has a special interest in Integrative Medicine and Obesity Medicine. She has led work in sexual violence prevention and reproductive health in University settings, and she loves to travel.

Dr. Wutoh enjoys interacting with community members at health fairs and public speaking events to promote wellness and healthy lifestyles.  She has sponsored podcasts, radio, and television shows on eating healthy and promoting healthy lifestyles.


She is married to Provost Anthony Wutoh of Howard University and is the mother to Nadya and Niya Wutoh.

Reginald Vigilant

Chief Operating Officer and Co-Founder, OmniSystems

Reginald Vigilant, the co-founder and Chief Operating Officer of Omni Systems, Incorporated (OmniSystems), brings a wealth of experience to the table. With over forty (40) years in information technology, cyber security, telephony, software architecture, data modelling, and. business process re-engineering, his leadership is a testament to his expertise. Before establishing OmniSystems, Reginald honed his skills in diverse international markets, including banking, academia, law enforcement, commercial aviation, and various government sectors.

He is a community-conscious leader and received the 2012 award from TransTech Academy in support of its STEM programme. He served as a mentor for the Stafford County Big Brother and Virgin Islands Weed and Seed programmes. He continues to work with the University of the Virgin Islands, helping promote and support the value of a university education.

As part of his civic contribution, Mr. Vigilant serves on several boards. He is a member of the University of the Virgin Islands' Board of Trustees, including four (4) subcommittees, and a member of the City Club of Washington's Board of Governors.
